Where can I find a decorator?

My front door and sash windows are looking incredibly tired. The black gloss has faded to a dull charcoal, and the sun has caused the paint to crack on the sills, exposing the timber to the rain. I’m terrified of the cost of replacing the frames, so I’m hoping a thorough professional sanding and repainting will do the trick. Is it possible to get that "mirror-like" high-gloss finish on a front door if the wood is already a bit weathered? I really want that classic, sharp London look to greet my guests.
